A new direction for the CAP?

The Common Agricultural Policy (CAP) is at a turning point. Societal pressures, environmental challenges and farmers' demands have led the European Commission to rethink its approach. The recent report of the Strategic Dialogue on the Future of EU Agriculture, which brings together proposals from various actors in the sector, has highlighted the need for a change of direction in the CAP.

Priority to small farmers

One of the main conclusions of the report is the need to pay greater attention to smaller farms, such as the farms managed by our cooperative. These farms, often family farms, play a key role in maintaining the rural fabric and in the production of quality food. However, they have historically been disadvantaged by a CAP that has favoured large farms.

To remedy this situation, the European Commission has committed itself to studying the introduction of the principle of degressivity in direct payments. This mechanism consists of allocating a higher proportion of support to smaller farms, thus reducing the gap between large and small farms.

Sustainability and environment

Sustainability is another key pillar of the CAP reform. The report stresses the importance of increasing financial support for environmental and climate measures, as well as promoting more sustainable farming practices.

In addition, a shift towards healthier and more sustainable diets is proposed, which means promoting the consumption of plant-based products and reducing meat consumption. This shift towards more sustainable diets will not only benefit the environment, but will also contribute to improving the health of consumers.

International trade and negotiations

The report also addresses the issue of trade and international negotiations. It recognises the importance of agriculture in the EU's trade relations and urges the Commission to take into account the specificities of the agricultural sector in trade negotiations, such as the agreement with Mercosur.

A fairer and more sustainable future for European agriculture

CAP reform represents a unique opportunity to build a fairer and more sustainable future for European agriculture. The proposals of the Strategic Dialogue offer a clear roadmap to move in this direction.

However, much work remains to be done. Implementing these measures will require a broad consensus among Member States and a significant investment in resources. In addition, it will be essential to ensure that farmers have the knowledge and tools to adapt to the new challenges.
